VoIP is essentially using the Internet as a telephone signal carrier, that is,
you can have your phone service carried over the Internet WITHOUT using your
hard-wired, copper telephone lines, and without (directly) paying your phone
company. With most VoIP services, you drop your telephone carrier (say AT&T),
you drop your long distance service provider, and you get more telephone features
(caller-ID, call-waiting, 3-way calling, long-distance,...) for less money.
We are using Vonage for our VoIP provider. You might also want to check on
MagicJack.
There ARE a few drawbacks. Please see for my experiences with
Vonage.
